What are the risks of passing herpes from infected woman to uninfected man during oral sex while NOT having an outbreak?

I have not researched oral sex transmission as thoroughly as I would like but this is what I have come up with...

It all depends on the type of virus that you have and how long you've had it. As a general rule of thumb, the longer you have either strand of HSV the less likely you are to pass it to another person. This is due to the fact that you'll have less frequent and less severe outbreaks. Another reason may be that viral shedding decreases in time too.

I don't recall the exact numbers but passing HSV-2 (genital herpes) to a partner during oral sex is extremely rare. HSV-2 is very sensitive to the area of the body to which it lives and thrives. In other research studies that I've seen, even when HSV-2 is passed, the other person only experiences very mild outbreaks and most only have one or two in their lifetime. Most outbreaks go unnoticed.

As far as HSV-1 is concerned, the odds increase slightly. This could be because HSV-1 thrives and is typically found in the mouth and face area of the body. However, on the flip side people who have HSV-1 in the genital area typically do not have as many or as frequent outbreaks as those who have HSV-2.

With all of this being said, there is always a risk of transmitting the virus but if you take the proper precautions and avoid any type of sex during outbreaks passing the virus is rare.
